Re: SG-W:/ Panda Power Plant--pollution trading



Jeff, I find myself disagreeing with you on the trading issue.  Properly
designed and operated trading systems offer a triple win:  greater pollution
reductions, at lower costs, while creating incentives for pollution
reductions beyond what the law and regulations require.

Whether such a system could be implemented successfully in Michigan at the
current time is a different matter . . .
