Here is some information I received from The Conservation Fund, which is 
helping to administer the Ann Arbor Greenbelt Program.  Contact information is

The Ann Arbor Greenbelt project is sponsoring two open houses for you to 
learn more about the program and how landowners can make application to sell 
property or development rights in the greenbelt district.  The Ann Arbor Greenbelt 
Program was established by voters in November 2003 to provide funding to 
preserve and protect open space, natural habitats, and the City's source waters 
inside and outside the city limits.  Voters authorized a one-half mill tax for 30 
years, which will provide funds for preservation and protection of parkland, 
open space and agricultural land, natural habitats, and city source waters by 
the acquisition and management of land and land rights within and outside the 
City of Ann Arbor.  The City intends to acquire land rights (both conservation 
easements and fee simple) from willing sellers who apply to participate in 
the program.
