XIV. Quad Cities Worst-Case Discharge Scenario

A petroleum company, located on South 31st Street, on the Bettendorf riverfront, is temporarily holding several rail tankcars of ethanol. On a May afternoon, lightning strikes the rail tanker, causing the ethanol to explode. Flying debris strikes a docking barge, rupturing the transport containers, and allowing petroleum to spill unchecked into the river. The tug for the barge was struck by the wheels of the exploding tankcar, causing injuries and extensive damage, and causing the boat to drift aimlessly. Secondary fires caused by the explosion are getting out of control. The wind is blowing at 5 to 10 mph out of the north/northwest and is carrying smoke and fumes across the river into Illinois.
