[beachnet] Shardinger

There are numerous articles that contain a phrase similar to "In 
1892, Shardinger proposed the use of E. coli as an indicator of fecal 
contamination..."  But I am not finding any references.  I'll bet 
someone on this list has a reference to this that they could share with me?
