The Great Lakes coal trade totaled only 116,000 tons in March, 3 cargos. While the slumping economy was a factor, vessel operators delayed sailing many of their vessels because of concerns about the adequacy of Coast Guard icebreaking resources. The delayed sailings illustrate the need for Congress to pass H.R. 1747, the Great Lakes Icebreaker Replacement Act that would fund construction of another heavy icebreaker for the Great Lakes.
