Briefing:  "VHS, a Deadly Fish Disease on the Move"

 

On August 12, there will be a Capitol Hill briefing on viral
hemorrhagic septicemia (VHS).   The briefing will begin at 10:30 AM,
in room 2253 of the Rayburn House Office Building.

 

VHS is a devastating fish disease that has killed thousands of fish in
the Great Lakes since 2003.  If allowed to spread, VHS poses a grave
threat to freshwater fish populations in other U.S. lakes, rivers and
waterways.  Further, VHS could jeopardize commercial aquaculture due
to substantial numbers of fish lost to the disease.  The occurrence of
VHS has already resulted in trade and shipping restrictions on Great
Lakes fish, even as management agencies attempt to prevent the spread
of the disease.

 

Speakers at the briefing will examine the causes and effects of VHS in
the Great Lakes and other regions, what can be done to prevent its
spread, and what resource managers are doing to contain this
destructive virus.  Speaking at the briefing will be:

Representative Michael Turner to Hold Housing Field Hearing in Dayton

 

Co-Chair of the Revitalizing Older Cities Task Force, Rep. Michael
Turner (R-OH), is working jointly with the Northeast-Midwest Institute
to convene a forum in Dayton, Ohio, on the impact of the housing
crisis on local communities, and the federal response to this crisis.
The hearing will be held in the Montgomery County Administration
Building at 451 West Third Street.  It will consist of two panels:
Miami Valley leaders who will discuss the effects of the housing
crisis on the region, and a second composed of federal policy experts
who will discuss the federal responses to this crisis.

DOE Preparing Guidelines for Loan Guarantee Program

 

The Department of Energy (DOE) is preparing detailed instructions and
requirements for its Loan Guarantee Program, designed to facilitate
the financing of commercially available renewable energy production
and supply chain manufacturing projects.  Although the details are not
yet available (probably late August) small and mid-sized projects will
be encouraged.

 

DOE has initiated significant outreach to state, regional and local
development finance organizations to ascertain their ability to work
in cooperation with DOE to implement small- and medium-size projects.
This program received $6 billion in appropriations to pay for credit
subsidies associated with at least $48 billion in loan guarantees
included in the American Recovery and Reinvestment Act (ARRA).  The
program represents a major initiative designed to spur the clean
energy technology transition.

 

As with all ARRA-funded projects, they must be implemented quickly -
by September 30, 2011.  The Northeast-Midwest Institute will notify
Weekly Update readers when the guidelines become available.

Visions of a Sustainable Mississippi River Conference

 

The Visions of a

Sustainable Mississippi River Conference will be held in Collinsville,
Illinois, from August 10-13.  According to the hosts (The National
Great Rivers Research and Education Center, and The Nature
Conservancy), the conference "will attract diverse participants with
interest in our nation's largest river, including stakeholders in the
recreational, navigation, and agricultural sectors, researchers, and
natural resource professionals."  The conference will have four focus
areas:

 

*	ecosystem services and economic value;
*	flood plain connectivity, flood control and hydrologic regime;
*	ethanol production, and
*	clean water uses and threats.

 

The conference will include a session, "Policy Forum:  Presentations
to Elected Officials and Other Decision Makers," on the last morning
of the conference.  The goal of that session is to summarize the
proceedings of the conference, and present key policy issues to an
audience of elected officials and other decision makers governing the
Mississippi River basin.
