WHO:            The International Upper Great Lakes Study Board, a
Canada-U.S. expert panel established by the International Joint
Commission to investigate whether changes in the St. Clair River are
affecting upper Great Lakes water levels.  The panel assessed whether
the St. Clair River was eroding and if remedial measures are necessary.
