Institute Executive Director Tom Wolfe, covers the new transportation
bill, introduced by Chairman Jim Oberstar (D-MN) of the House
Transportation and Infrastructure Committee.  The bill addresses the
federal role in our transportation future in terms of "investment,"
rather than "spending."  It heralds the creation of jobs, and the
renewal of the federal government's commitment to revamp a system long
in decline.
 
Also included in this edition are articles reviewing the successful
Great Lakes Metros and the New Opportunity summit, and a summary of the
Senate Clean Water Act Reauthorization.

The July edition of the Brownfields Policy Research Newsletter

sustainability, Recovery Act implementation, state brownfields actions,

Report on Clean and Drinking Water Revolving Loan Fund Allotments
 
The Northeast-Midwest Institute recently prepared an analysis and
state-by-state comparison of Clean and Drinking Water State Revolving
Loan Fund (SRF) allotments, in light of several legislative and
regulatory SRF initiatives.  The full report

Upper Mississippi River Basin Update Released
 
The July edition of the Upper Mississippi River Basin Update

website.  Legislative updates include the recent House Transportation
and Infrastructure Highway and Transit Subcommittee approval of the
six-year, $500 billion Surface Transportation Authorization Act.  The
bill has implications not only for transportation, but also for water
and air quality, land conservation, and climate change.  Other updates
examine climate change legislation, Senate water resources and bird
conservation legislation, and fish habitat conservation legislation.
 
The July update contains appropriations updates for Interior, EPA, and
Forest Service; USDA; and Corps of Engineers.  Other news includes
updates on global climate change impacts predicted for the region, and
Round Goby research.

Ballast Water Management Letter
 
Senators Carl Levin (D-MI) and Susan Collins (R-ME) are circulating a
letter to the EPA, Coast Guard, Council on Environmental Quality, and
Office of Science and Technology Policy for their signatures on a letter
to the Administration.  All of these organizations have a role in
aquatic invasive species and ballast water treatment technology.  The
letter requests that the Administration coordinate a unified ballast
water management program, and include certain requirements for proposed
ballast water management regulations.  The deadline for signing the
letter is July 15.
