Attached is a letter that the Great Lakes Commission faxed yesterday to the
Senate Committee on Environment and Public Works (Sen. Barbara Boxer, chair;
Sen. James Inhofe, ranking member). An identical letter was sent to
leadership of the House Transportation and Infrastructure Committee. 

The Commission is urging Congress to restore the jurisdiction of the Clean
Water Act to its full scope, prior to recent decisions of the U.S. Supreme
Court, to ensure protection of wetlands and waters that sustain the Great
Lakes and waters of our nation. Recent court decisions -- including Solid
Waste Agency of Northern Cook County (SWANCC) v. United States Army Corps of
Engineers, Rapanos v. United States, and Carabell v. United States -- have
reduced and made uncertain the Act's jurisdiction over some wetlands and
streams that feed the Great Lakes.
