On November 19 and 20, 2008 individuals from both sides of the Canada/U.S.
border with an interest in the Great Lakes St. Lawrence Basin met to create
a meta strategy or action plan to move the Great Lakes St. Lawrence
protection, restoration, and sustainable development agenda forward.
Representing various organizations, individuals participated in several
exercises to identify challenges and gaps and find shared interests and
opportunities.

Five key themes emerged forming the spine of the meta strategy: engagement,
governance, a new economic strategy, a shift from an emphasis on restoration
to both restoration and protection, and the urgent need to address priority
issues using consensus, science-based processes and political momentum.
