This edition announces the International City/County Management Association's (ICMA) Brownfields 2009 Conference <http://www.brownfields2009.org/en/index.aspx> , to be held November 16-18, in New Orleans. ICMA is administering a Travel Scholarship Program <http://www.brownfields2009.org/en/Article.24.aspx> to help defray the costs of attending the conference. The New Jersey Institute of Technology is organizing a Northeast Sustainable Communities Workshop <http://www.nscw.net/index.php> on June 18,in Newark, New Jersey. The Administration is proposing a major shift in emphasis at the Economic Development Administration (EDA). The Public Works program, long the centerpiece of EDA's local economic development programs, is being drastically reduced ($130 million in fiscal 2009 to $73 million in fiscal 2010), while the Economic Adjustment Program is receiving a major boost ($35 million in fiscal 2009 to $125 million in fiscal 2010). The Administration is giving priority to "regional innovation clusters," business incubators, and projects that mitigate climate change through green construction. The concept of "regional innovation clusters" was advanced in a Brookings Institution Report <http://www.brookings.edu/reports/2008/04_competitiveness_mills.aspx> . Northeast-Midwest Institute staff presented concepts for State-facilitated Tax Increment Financing for Brownfields Redevelopment <http://www.nemw.org/State%20facilitated%20TIF%20brfds%20final.pdf> at the Council of Development Finance Agencies <http://www.cdfa.net/> annual conference. The report and presentation <http://www.cdfa.net/cdfa/cdfaweb.nsf/fbaad5956b2928b086256efa005c5f78/b 632023b94e377c1862575b6005236b0/$FILE/Evans%20Paul%20-%20Tax%20Increment %20Financing%20and%20Brownfields%20-%20cdfa%202009.pdf> highlight ways that states can complement local tax increment financing to give an added boost to brownfields redevelopment.
