Upper Mississippi River Basin Protection Act

The Upper Mississippi River Basin Protection Act (S. 2779
<http://www.nemw.org/images/s2779.pdf> ) was introduced in the Senate last
week by Sen. Amy Klobuchar (D-MN). It is the companion bill to H.R. 3671
<http://www.nemw.org/images/hr3671.pdf> , introduced in the House by Rep.
Ron Kind (D-WI) in September.

The bills propose a comprehensive, coordinated approach to monitoring of
nutrient loading and sediment loss in the Upper Mississippi River Basin.
The Department of Interior - through the office of the U.S. Geological
Survey - would coordinate data collection with other state and federal
agencies, and nongovernment organizations, by establishing a monitoring
network to identify contamination "hot spots."

The Senate bill has no co-sponsors to date. The House bill has eight
co-sponsors (Reps. Marion Berry (D-AR), Leonard Boswell (D-IA), Bruce Braley
(D-IA), Keith Ellison (D-MN), Phil Hare (D-IL), David Loebsack (D-IA), Betty
McCollum (D-MN), and Timothy Walz (D-MN). Rep. Kind is co-chair of the
