House Passes FY 2010 Energy and Water Development Appropriations Bill

 

Last week, the House approved the final Conference

(18.4MB pdf file) of the Fiscal Year 2010 Energy and Water Development
Appropriations Bill by a 308-114
<http://clerk.house.gov/evs/2009/roll752.xml>  vote.  Senate approval
is expected this week.  Following Senate passage, the bill would be
sent to the President.  The Appropriations Subcommittee on Energy and
Water Development has posted a summary

>  on its website.  The bill includes the following amounts:

 

.         Weatherization Assistance Program:  $210.0 million ($180
million in formula grants, and $30 million for a pilot project to
"increase the leverage of Federal funding")

.         State Energy Program:  $50.0 million

.         Industrial Technologies Program:  $96.0 million

.         Building Technologies Program:  $200.0 million

.         Electricity Delivery and Energy Reliability:  $171.982
million

.         Energy Information Administration:  $110.595 million

.         Electric Dispersal Barrier:  $6.095 million

.         Great Lakes Remedial Action Plan Technical Assistance:  $3.4
million

.         Great Lakes Fishery and Ecosystem Restoration Program:
$2.47 million

.         Soo Lock replacement project:  $969,000

 

The Conferees also accepted an amendment offered by Senator George
Voinovich (R-OH) authorizing the Corps of Engineers to take actions to
prevent Asian carp from bypassing the electric dispersal barrier
through floodwaters.

Upper Mississippi River Basin Protection Act

 

On September 29, Congressman Ron Kind (D-WI-3) reintroduced H.R. 3671
<http://www.nemw.org/images/hr3671.pdf> , the Upper Mississippi River
Basin Protection Act, in the House of Representatives.  The
legislation calls for the development of a coordinated, public-private
approach to study and reduce nutrient and sediment runoff in the Upper
Mississippi River Basin.

 

The measure has eight co-sponsors to date (Timothy Walz (D-MN-1),
Marion Berry (D-AR-1), Leonard Boswell (D-IA-3), Bruce Braley
(D-IA-1), David Loebsack (D-IA-2), Phil Hare (D-IL-17), Keith Ellison
(D-MN-5), and Betty McCollum (D-MN-4).  Representatives Kind and Walz
are co-chairs of the Upper Mississippi River Basin Congressional Task
Force.  The measure has been referred to the House Committee on
Natural Resources.

House and Senate Pass Continuing Resolution 

 

Last week, the House <http://clerk.house.gov/evs/2009/roll413.xml>
and Senate
<http://www.senate.gov/legislative/LIS/roll_call_lists/roll_call_vote_
cfm.cfm?congress=111&session=1&vote=00217>  passed, and the President
signed into law P.L. 111-68
<http://www.govtrack.us/congress/bill.xpd?bill=h111-2918> , a
Continuing Resolution to keep the government operational through
October 31, 2009.  This was necessary because some of the Fiscal 2010
appropriations bills have not been signed into law.  Under a "CR,"
government programs remain at the previous year's funding level
(Fiscal 2009) until the current year's appropriations bills are
passed.
