House and Senate Pass Continuing Resolution Last week, the House <http://clerk.house.gov/evs/2009/roll413.xml> and Senate <http://www.senate.gov/legislative/LIS/roll_call_lists/roll_call_vote_ cfm.cfm?congress=111&session=1&vote=00217> passed, and the President signed into law P.L. 111-68 <http://www.govtrack.us/congress/bill.xpd?bill=h111-2918> , a Continuing Resolution to keep the government operational through October 31, 2009. This was necessary because some of the Fiscal 2010 appropriations bills have not been signed into law. Under a "CR," government programs remain at the previous year's funding level (Fiscal 2009) until the current year's appropriations bills are passed.
