Subject: big ship proposed rules being threatened

Hi Everyone,

A week or so ago some of you signed on to the comments submitted to the US EPA regarding the proposed regulations of the ocean-going vessels ("C3 ships). Those comments supported the main elements of US EPA's proposal to substantially reduce pollution from ocean-going ships. If implemented, EPA estimates that the rule will save up to 32,000 lives/yr in 2030, even more than other recent EPA diesel rules. It also has a significantly higher benefit/cost ratio than other EPA diesel rules.

In the comments we emphasized the need to regulate emissions from ships traveling in the Great Lakes, in view of the tremendous amount of pollution emitted from these ships (25% of diesel PM, increasing to 75% by 2030), and the subsequent threat posed to Midwest population centers due to the distance this PM can travel (hundreds of miles).

We must ask for your help now. Congress is being hounded by the Great Lakes shipping industry to exempt them from EPA's proposed rules. Industry's effort is focused on getting a rider (that exempts Great Lakes shipping from EPA's rule) attached to the Interior Appropriations bill (which includes EPA appropriations). This is now in conference committee so things are moving fast!

Attached is the text of a letter that will be sent to: 1.) Senators Feinstein and Inouye, and 2.) Congressmen Obey and Dicks who are involved in the appropriations process. The letter asks them to oppose any effort to weaken or delay EPA's Ocean-going Ships rule. The deadline for organizations to sign on is 4 pm ET TODAY (Oct 8) (sorry for the late notice).

Please join OEC in signing onto this letter.

take care,
