Dear Great Lakes Friends,
 
The U.S. Congress is poised to fully fund the Great Lakes Restoration
Initiative.  Yesterday a House-Senate conference committee wrapped up
negotiations over funding levels for environmental and natural resource
agencies.  As part of that bill (HR 2996-Interior & Environment
appropriations act for 2010), $475 million was provided to the GLRI! 
Both the U.S. House and Senate must pass this bill and then the
President must sign it before it becomes law.  The House and Senate are
expected to act this week.  Because the bill also includes a continuing
resolution to fund the government through the early part of December, it
will be sent to the President quickly for his signature.
 
Attached is a summary of the Interior-EPA funding bill.  Below is also

The Administrator IS authorized to transfer up to $475,000,000 of the
funds appropriated for the Great Lakes Initiative under the heading
"Environmental Programs and Management" to the head of any Federal
department or agency, with the concurrence of such head, to carry out
activities that would support the Great Lakes Restoration Initiative and
Great Lakes Water Quality Agreement· programs, projects, or activities;
to enter into an interagency agreement with the head of such Federal
department or agency to carry out' these activities; and to make grants
to governmental entities, nonprofit organizations, institutions, and
individuals for planning, research, monitoring, outreach, and
implementation in furtherance of the Great Lakes Restoration Initiative
and the Great Lakes Water Quality Agreement.
