International Upper Great Lakes Study Announces Release Date for Report
on St. Clair River

 

The International Upper Great Lakes Study (IUGLS) announced today that
the report "Impacts on Upper Great Lakes Water Levels:  St. Clair River"
will be released on December 1st.  The new release date reflects the
extension of the public comment period to 90 days, delays in receiving
independent peer reviews and time needed to complete additional
research.  The International Joint Commission (IJC) of the U.S. and
Canada launched the Study in 2007 to examine whether potential ongoing
changes, such as erosion, in the St. Clair River may be affecting water
levels in the upper Great Lakes.  The IJC has approved the new date.

 

A draft report was released on May 1 for public comment and 17 public
meetings were held throughout the region on both sides of the border.
The public comment period closed on August 1, and IUGLS scientists and
engineers are preparing responses to all the questions and comments
raised by the public.  

 

In a peer review process managed by the IJC, independent experts chosen
by the American Society of Civil Engineers and the Canadian Water
Resources Association have been reviewing methodological and strategy
documents, key technical studies, report chapters and the full draft
report.  Since the release of the draft report, the Study has also
undertaken additional research including modelling of the 1984 ice jam,
assessment of maintenance dredging in the St. Clair River and
examination of the impacts of navigation. 

 

The report will reflect a thorough Study Board review and analysis of
public comments, peer review and additional research.  Once the IJC
receives the report in December, commissioners will hold public hearings
prior to making recommendations to the federal governments.  The
original plan of study had included a spring 2010 release date for the
report; however, subsequent revision of the schedule had moved the
release date to October 1, 2009.

to watch recordings of the public meetings.  The second phase of the
Study to examine potential improvements to the regulation plan for Lake
Superior outflows is already well underway with a report expected in
2012.
