Greetings,
The OEC along with the Clean Air Task Force is submitting comments on the US EPA's proposed C3 (ocean-going) vessels regulations for NOx and SO2. Attached is an Ohio-specific sign on letter. The second sign on letter is nationally focused, but has much greater detail in regard to emissions and health. Keep in mind that 16% of all engine calls to the Port of Cleveland are from C3 vessels. Some highlights:
The Good (partial)
**Currently no enforceable standards for burning sulfur content from ocean going vessels. The proposed rules would change that.
**By 2030 reduce NOx emissions from C3 ships by 57%; Sox emissions by 95% and PM (particulate matter) by 85%
** According to the US EPA this rule will have huge health benefits nation-wide by 2030 by preventing:
between 13,000 and 33,000 early deaths,
1,500,000 work days lost,
10,000,000 minor restricted activity days.
What we are asking (partial)
** Stringent standards to reduce directly emitted PM from ships.
**Measures to reduce non-sulfur related emissions from existing C3 ships.
**Apply this emission standard to all vessels operating in U.S. waters, including foreign flagged.
**Apply the standard to coastal and Great Lakes C3 ships.
General information:
**Currently the sulfur content on C3 ships is up to 45,000 parts per million (as opposed to 15 ppm for on highway, and 500ppm for off road equipment).
**Diesel exhaust contains over 40 different toxins and is labeled by the US EPA as a probable carcinogen.
**Black carbon from diesel engines contributes significant levels to climate change.
**NOx and particulate pollution contributes to the deading of our water ways.
**The impact of diesel emissions (from all sources) in Ohio is significant:

489,355Minor Restricted Activity Days (MRAD)
