BACKGROUND:

 

A new report examines the economic effects of moving cargo carried by barges
via transportation alteratives such as rail and truck. 

 

The report comes as lock closure and ecological separation are being
considered for the Chicago Waterway System, to combat an Asian carp
invasion. It also refutes claims of tremendous economic hardship if changes
to the Chicago area waterway are made.
