Commercial vessels regularly run aground when moving cargo across the 
Great Lakes and St. Lawrence River and occasionally a spill occurs. 
Considering that chemicals and fuels are regularly moved around the 
Great Lakes and St. Lawrence River, what measures are in place to 
protect the ecosystem in the case of a spill, particularly in ice 
conditions?
