*NOAA's Dr. Larry Robinson to speak on NOAA's role in the implementation of the National Ocean Policy* NOAA in the Great Lakes and the NOAA Great Lakes Environmental Research Laboratory are pleased to welcome Dr. Larry Robinson to Ann Arbor to speak on NOAA's role in the implementation of the National Ocean Policy. The presentation will take place on Thursday, September 23, 2010, 11:00 a.m. at NOAA's Great Lakes Environmental Research Laboratory, 4840 S. Dr. Robinson serves as assistant secretary of commerce for oceans and atmosphere at the National Oceanic and Atmospheric Administration. In his position, Robinson supports and manages NOAA's coastal and marine programs, including marine sanctuaries for preserving areas of special national significance and nautical charts for safe navigation. He also supports NOAA’s participation as a lead agency in President Obama’s Ocean Policy Task Force. * Background on the Interagency Ocean Policy Task Force: *President Obama signed an Executive Order <http://www.whitehouse.gov/the-press-office/executive-order-stewardship-ocean-our-coasts-and-great-lakes>establishing a National Policy for the Stewardship of the Ocean, Coasts, and Great Lakes on July 19, 2010. The Executive Order adopts the Final Recommendations of the Interagency Ocean Policy Task Force and directs Federal agencies to take the appropriate steps to implement them. The Executive Order strengthens ocean governance and coordination, establishes guiding principles for ocean management, and adopts a flexible framework for effective coastal and marine spatial planning to address conservation, economic activity, user conflict, and sustainable use of the ocean, our coasts and the Great Lakes. Obama Administration released the Final Recommendations of the Ocean Policy Task Force<http://www.whitehouse.gov/files/documents/OPTF_FinalRecs.pdf> which will establish a National Policy for the Stewardship of the Ocean, Coasts, and Great Lakes (National Policy) and create a National Ocean Council (NOC) to strengthen ocean governance and coordination. The NOC will coordinate across the Federal Government to implement the National Policy. The Final Recommendations also call for the establishment of a Governance Coordinating Committee to formally engage with state, tribal, and local authorities.
