The Great Lakes-St. Lawrence River Water Resources Regional Body (Regional Body) and the Great Lakes-St. Lawrence River Basin Water Resources Council (Compact Council) seek to hire a consultant or consulting firm (consultant), part-time.  This position requires experience in governmental affairs and Tribal/First Nations relations.  The consultant will work closely with the Council of Great Lakes Governors (CGLG), which serves as Secretariat to the Regional Body and Compact Council, and will report to the Executive Director and Deputy Director.  The consultant will also work closely with the Regional Body Designees and the Compact Council Alternates as well as other staff designated by the Great Lakes States, Ontario and Québec. Project Goals
To develop information, analysis and options for the Regional Body and Compact Council regarding how to best share science, data and technical information on a regional basis among the States, Provinces, Tribes and First Nations, and realize shared ecological goals.

Consultant Services to be Provided
Services provided must include:

  *   Serve as a resource to the work of the Regional Body, Compact Council and CGLG staff on project management and implementation.
  *   Serve as resource on specific policy issues relating to dialogue and coordination with Tribes and First Nations on water policy issues with the Great Lakes States and Provinces.
  *   Identify tasks and timelines and develop an organizational plan to complete the goals presented in this RFP.
  *   Participate in strategic planning of the project.
  *   Assist the Regional Body, Compact Council and CGLG staff with developing and achieving goals for individual meetings.
  *   Prepare written and oral progress reports for the Regional Body and Compact Council.

Qualified candidates must have:

  *   At least five years of experience in project management; working in or with State/Provincial government; and working for or with Tribal or First Nation organizations.
  *   Experience in environmental policy development or a strong understanding of water management is preferred, and an understanding of water management in the Great Lakes would be particularly helpful.
  *   Experience in facilitation and consensus building among multiple parties.
  *   Exceptional research, writing, and interpersonal skills.
  *   A bachelor’s degree.  A legal degree, Master’s degree or specialized degree in a relevant field is preferred but not required.

Funding
Funding of up to $75,000 is available for the consultant, plus expenses.

Proposals must include:
·         Overview of project team including resume/CV for each individual;
·         Description of relevant experience (including three references);
·         Complete budget including detailed cost proposal (e.g. hourly rate for each individual, monthly retainer, etc.);
·         Summary of availability (e.g. hours, timing).
