Lake Michigan and Lake Superior have been, and continue to be, integral to Wisconsin’s identity. From shipping and commerce, to recreation and tourism, to environment and culture – the nearly 1,000 miles of coastline have been a vital resource for the state. In recognition of the Great Lakes and Coastal Awareness Month, Governor Walker is proud to announce the awarding of $1.49 million in grants to protect and enhance Wisconsin’s coastal resources, foster economic development, and support quality of life in Wisconsin’s coastal communities. Administered by the Wisconsin Department of Administration’s Wisconsin Coastal Management Program (WCMP), the 39 grants have been awarded to state, local, and tribal governments, universities, and nonprofit organizations to assist with projects totaling nearly $4.4 million. A complete list of funded projects is attached. The WCMP at the Department of Administration, now in its 33rd year, works cooperatively with Great Lakes stakeholders to help protect and enhance the natural, cultural and historical resources of the Great Lakes while encouraging responsible economic development. The policy direction for WCMP is set by the Wisconsin Coastal Management Council. Members of the Council are appointed by the Governor and represent state agencies, local and tribal governments and the general public. To further celebrate Coastal Awareness Month, the WCMP is again pleased to announce that it is accepting grant proposals to enhance and protect resources within Wisconsin’s coastal zone. The Department of Administration’s WCMP anticipates awarding approximately $1.3 million. Application materials and the Request for Proposals are available on the WCMP website (http://coastal.wisconsin.gov<http://coastal.wisconsin.gov/>). Applications are due November 4, 2011. During the month of September, WCMP staff will be traveling around the state presenting at the following workshops on the grant program. Project Name Regional Environmental Corridors Data and Mapping Update Applicant Bay-Lake Regional Planning Commission Grant Amount $14,943 Category Land Use & Community Planning This project will support the Regional Planning Commission's regional environmental corridor Geographic Infomation System dataset that is comprised of navigable waters, wetlands, floodplains, setbacks, steep slopes and additional significant natural features. Project Name Riverwalk Trail and Museum Commons Project Applicant City of Manitowoc Grant Amount $64,000 Category Public Access This project is a partnership between the City of Manitowoc and the Wisconsin Maritime Museum to improve publicly owned walkways on the Manitowoc River, from the 8th Street Bridge to the museum, and provide a link to the Mariners Trail . Project Name East River Trail Connection Applicant City of Green Bay Grant Amount $44,000 Category Public Access This project will develop engineering studies to complete the East River Trail connection. When completed this will connect three major trails in downtown Green Bay and join nearly 40 contiguous miles of trails. Project Name Beach Park Public Access Enhancement Project Applicant Village of Egg Harbor Grant Amount $2,500 Category Public Access This project will support the purchase of markers for swimming and a non-motorized boat launch sites at the Village's new beach and marina. Project Name Wetlands Assessment and Improvement Plan Applicant Village of Howards Grove Grant Amount $12,020 Category Wetland Protection This project will assess and inventory 16 acres of wetlands along six miles of the Pigeon River and Fisher's Creek, and develop a project plan for future wetland protection actions. Project Name Harbor Master Plan Development Applicant City of Two Rivers Grant Amount $30,000 Category Land Use & Community Planning This project will create a plan for the Two Rivers Harbor, updating the 1999 Water Front Plan. Project Name Lakeside Boulevard Bluff Erosion Study Plan Grant Applicant City of Manitowoc Grant Amount $15,000 Category Land Use & Community Planning This project will result in an update of a 1989 bluff erosion study to investigate and recommend bluff stabilization alternatives for the shoreline of Lake Michigan bordering Lakeside Boulevard in the City of Manitowoc. The updated study and plan will address the current erosion that has become more extensive over the past 20 years as the bluff has aged. Project Name Coastal Wetland Inventory Grant Applicant Department of Natural Resources Grant Amount $90,691.00 Category Technical Assistance/Outreach This project will convert aerial photographs to digital files for Manitowoc and Marinette Counties. Work will also continue in all other coastal counties by updating wetland map changes, filling digital data orders and providing support to users of the data. This project provides a valuable resource to the Department of Natural Resources and local governments in their implementation of regulatory wetland protection programs. Project Name Bay-Lake Regional Planning Commission Technical Assistance to Local Governments Grant Applicant Bay-Lake Regional Planning Commission Grant Amount $20,000.00 Category Technical Assistance/Outreach This project will support coastal management activities and technical assistance to local governments in the Bay-Lake region. Southeast Region (Kenosha, Milwaukee, Ozaukee, and Racine Counties) Project Name Identification of Groundwater Supply Areas for Dragonfly Critical Habitat in Cedarburg Bog Applicant Friends of the Cedarburg Bog, Inc. Grant Amount $34,783 Category Wetland Protection This project will identify critical areas for protection of groundwater that support habitat for rare species, including the Hine's emerald dragonfly and eastern prairie fringed orchid. The project will also provide groundwater data to local and county land use planning agencies. Project Name Identifying Stream Passage Impediments and Opportunities in the Menomonee River Watershed Applicant Milwaukee Riverkeeper Grant Amount $25,000 Category Restoration:Habitat This project will identify and inventory stream impediments along the Menomonee and Little Menomonee Rivers, prioritize barrier removals, and work with local governments to address impediments in the future. Project Name Monitoring of Nonpoint Source Pollutants in the Pike River Watershed & Along Lake Michigan's Coast Applicant City of Kenosha Grant Amount $29,192 Category Nonpoint This project will develop a baseline assessment of the water quality of the Pike River watershed as well as examine multiple pollution sources along Lake Michigan in the City of Kenosha. Project Name Milwaukee Lakefront Gateway Master Plan Applicant City of Milwaukee Grant Amount $34,000 Category Land Use & Community Planning This project will result in a Downtown Milwaukee Lakefront Gateway Master Plan focused on connecting the eastern edge of downtown Milwaukee with the recreational and cultural amenities of Milwaukee’s lakefront. Project Name Ozaukee County Coastal Fish and Wildlife Habitat Protection and Planning Applicant Ozaukee County Grant Amount $29,983 Category Land Use & Community Planning This project will map existing and potential wetland and wildlife habitat in Ozaukee County and generate data to prioritize county planning, landowner outreach, habitat protection and restoration. Project Name Root River Industrial Corridor Re-development Standards Applicant Root River Council Grant Amount $46,016 Category Land Use & Community Planning This project will develop site-specific engineering standards to create an overlay zoning district along the Root River corridors identified in the Racine Downtown Plan. Project Name Creation of a Watershed Restoration Plan for the Root River Applicant Racine County Grant Amount $58,050 Category Land Use & Community Planning This project will develop a watershed restoration plan for the Root River, a 198-square mile watershed that has its headwaters in Milwaukee and Waukesha Counties and flows to downtown Racine. The completed plan will provide specific recommendations to achieve improvements in water quality and natural habitat and will suggest ways for intergovernmental cooperation to meet discharge permit requirements. Project Name Prepare a Water Conservation Plan Applicant Kenosha Water Utility Grant Amount $20,000 Category Land Use & Community Planning This project will develop a water conservation plan for the communities served by the Kenosha Water Utility. Project Name Milwaukee River Bulkhead Survey Applicant Port of Milwaukee Grant Amount $40,000 Category Land Use & Community Planning This project will result in a survey of the Milwaukee River estuary shoreline, which will allow the city to update property records which have remained unchanged for 80 years. The final bulkhead lines and property descriptions will accurately reflect the current state of the shoreline. Project Name Building a Regional Collaborative for a Stormwater Outreach Campaign Applicant Southeastern Wisconsin Watersheds Trust (Sweetwater) Grant Amount $10,000 Category Great Lakes Education This project will launch a public information campaign targeting the reduction of pollution from urban stormwater and other nonpoint sources in the five watersheds of the Greater Milwaukee area. Project Name Integrated Wetland Outreach to Coastal Communities & Decision Makers Applicant Wisconsin Wetlands Association Grant Amount $15,300 Category Great Lakes Education This project will provide training and education to property tax assessors on wetland valuation, organize field trips to coastal Wetland Gems sites, and conduct outreach to new audiences. Project Name Lake Michigan...a migratory path to survival/Our Great Lakes...the liquid life Applicant Schlitz Audubon Nature Center Grant Amount $24,571 Category Great Lakes Education This project will develop and implement two courses - the first highlighting the Lake Michigan flyway and its impact on bird species, and the second highlighting the Great Lakes as a critical water resource. Milwaukee River Watershed Education Program Applicant River Revitalization Foundation Grant Amount $28,030 Category Great Lakes Education This project will expand a place-based education program for the Milwaukee River Watershed by establishing a training program for teachers and students to lead hikes using RiverQuest and its web-based lesson plans. Project Name Restoration of the Southport Beach House - Design Phase Applicant City of Kenosha Grant Amount $15,000 Category Public Access This project will prepare plans for the restoration of the historic Southport Beach House in Kenosha. This is part of the City's commitment to University of Wisconsin-Parkside as part of the Center for Environmental Education, Demonstration, and Applied Research (CEDAR) project. Project Name Building Connections to the Kinnickinnic River Applicant City of Milwaukee Grant Amount $30,000 Category Public Access This project will construct a trail head, trails connections to the Kinnickinnic River Trail, educational way-finding signage, public art installations, native landscaping, amenities, education and recreational programming. Project Name Public Access and Resource Protection at Cambridge Woods Applicant Milwaukee County Parks Grant Amount $19,400 Category Public Access This project will designate the Cambridge Woods parcel on the Miwaukee River as a nature sanctuary. The proposal includes planting of vegetative screening to route bicyclists to the Oak Leaf Trail, removal of volunteer trails, and designation and mapping of formal access routes with improved access to the river at two locations. Lake Superior (Douglas, Bayfield, Ashland and Iron Counties) Project Name Lake Superior Estuaries: Closing the Knowledge Gaps Applicant Department of Natural Resources Grant Amount $53,764 Category Wetland Protection This project will collect information about Lake Superior freshwater estuaries, including 21 estuaries not covered by previous assessments. The project outcomes will be a published assessment of research and management at the sites, collection of baseline natural resource data, and a prioritized plan to guide future inventory and research work. Project Name Promoting Sustainable Ecosystem Management in the Chequamegon Bay Area through Strategic Planning Applicant Northland College, Sigurd Olson Environmental Institute Grant Amount $10,000 Category Land Use & Community Planning This project will develop a plan to guide and prioritize ecosystem management efforts in the Chequamegon Bay area and a website-based clearinghouse for regional management initiatives. Project Name Gikinoo'wizhiwe Onji Waabang (Guiding for Tomorrow) Coastal Climate Change & Culture Applicant University of Wisconsin - Extension Grant Amount $60,000 Category Great Lakes Education This project will create a multicultural climate change educational initiative for Lake Superior to increase climate change literacy and public engagement. This will be achieved through the development of the Coastal Climate Change Discovery Center and service learning curriculum. Project Name Village of Cornucopia Breakwater Access Enhancement Applicant Town of Bell Grant Amount $26,000 Category Public Access This project will develop public access to the existing outer breakwater that protects Cornucopia's harbor entrance. Project Name Douglas County Shoreline Recession Analysis Grant Applicant Douglas County Grant Amount $34,095 Category Land Use & Community Planning This project will utilize the data, methods and lessons-learned in past efforts in Bayfield County to determine shoreline recession rates, determine stable slope angles, identify appropriate building setbacks, promote public awareness of bluff erosion in Douglas County, and provide the framework for the future development of legally-defensible shoreline setback standards.
