Second Amendment of the 2007 Canada-Ontario Agreement Respecting the
Great Lakes Basin Ecosystem (COA)

COA is an important agreement through which the governments of Canada
and Ontario work together with others to protect the Great Lakes.
Because the Great Lakes are a shared resource between Canada and the
U.S., COA is influenced by commitments made at the binational level. In
March 2010, the 2007 COA was amended to extend it for one year with an
end date of March 31, 2011 to allow the federal governments time to
negotiate amendments to the Canada-U.S. Great Lakes Water Quality
Agreement (GLWQA).

As negotiations to amend the GLWQA continue, Canada and Ontario are
proposing a further extension of COA to June 24, 2012, with six new
commitments. The new commitments are in addition to the current suite
of commitments in the 2007 COA, which the governments will continue to
make progress on through the extension period.
