Wisconsin Coastal Land Acquisition Funding Opportunity
Coastal and Estuarine Land Conservation Program

Deadline:
Wisconsin proposals must be received by the Wisconsin Coastal Management Program (WCMP) no later than Friday, March 18, 2011.

Funding Opportunity:
The Wisconsin Coastal Management Program in the Department of Administration is soliciting applications for land acquisition grants through the Coastal and Estuarine Land Conservation Program (CELCP).  Wisconsin may submit up to three project proposals to the Office of Ocean and Coastal Resource Management (OCRM) in the National Oceanic and Atmospheric Administration (NOAA), U.S. Department of Commerce.  NOAA will develop a prioritized list of projects that are ready and eligible for funding.  Projects funded under this program will have a grant start date between July 1, 2012 and October 1, 2012.  Availability of funding is contingent upon Congressional appropriations.

Funding Goals and Eligibility:
*       The Coastal and Estuarine Land Conservation Program (CELCP) was established "for the purpose of protecting important coastal and estuarine areas that have significant conservation, recreation, ecological, historical, or aesthetic values, or that are threatened by conversion from their natural or recreational state to other uses."
*       Project proposals should reflect the priorities identified in Wisconsin's draft CELC plan (download from http://coastal.wisconsin.gov - "Publications").
*       Grants may be awarded to public agencies for acquisition of fee simple interests in lands or conservation easements from willing sellers.
*       Projects should be completed within 18 months from the start date of the grant.  NOAA may extend project grants up to an additional 18 months (for a total project period of 3 years maximum).
*       Requested funding may not exceed $3,000,000 per project.
*       Proposals must identify non-federal matching funds equal to the requested funding.

How to Apply:
Proposals must follow the Application Template provided at http://coastal.wisconsin.gov.  To apply, submit one original and four copies of the application, and an electronic version of the application, by the Wisconsin deadline of Friday, March 18, 2011. The electronic version may be sent on CD along with the hard copies, or via email to coastal at wisconsin.gov<mailto:coastal at wisconsin.gov>.  Mail or deliver the application to:
