Rich Moy officially joined the International Joint Commission (IJC) as a Commissioner of the U.S. Section today, following his appointment by President Barack Obama and confirmation by the U.S. Senate. For 27 years, Commissioner Moy focused on collaborative, strategic and science-based approaches to water policy, management and planning, Native American water rights, and Canada-U.S. and regional water and land issues for the Montana Department of Natural Resources and Conservation. During this time, he served as U.S. secretary to the IJC's study of the potential impacts of a proposed coal mine in the headwaters of the Flathead River, and as a member of the IJC's task force that evaluated water apportionment in the St. Mary and Milk Rivers. Recently Commissioner Moy coordinated the development of a comprehensive, transboundary Crown of the Continent regional land use and environmental strategy and as served as chair of Flathead Basin Commission. The International Joint Commission prevents and resolves disputes between the United States of America and Canada under the 1909 Boundary Waters Treaty and pursues the common good of both countries as an independent and objective advisor to the two governments.
