Meeting on Funding Opportunties to Protect and Restore Lower Clinton River and Anchor Bay SEMCOG, in cooperation with the U.S. Army Corps of Engineers and the Office of the Macomb County Drain Commissioner, will host a meeting for governments and organizations on funding opportunities and developing projects for protecting and restoring the Lower Clinton River and Anchor Bay Watersheds. Meeting attendees will learn about the following opportunities: - The benefits of and procedures for submitting projects to the Lake St. Clair/St. Clair River Strategic Implementation Plan, - The Army Corps Reconnaissance Study in the Clinton River and Anchor Bay Watersheds and opportunities to identify projects for prospective federal funding, and - Request input and assistance in developing your own implementation project. The Strategic Implementation Plan (SIP) is a five year list of projects for implementing the St. Clair River and Lake St. Clair Comprehensive Management Plan. The Management Plan addresses the entire Lake St. Clair Watershed, including: - Clinton River, - Anchor Bay, - Lake St. Clair Direct Drainage, - St. Clair River and its watersheds. Development of the SIP is a requirement of law in order to request appropriations of authorized federal funding for protecting and restoring the Lake St. Clair watershed. The federal Water Resources Development Act (WRDA) was reauthorized in 2007 with $20 million for ecosystem restoration projects that are consistent with the Management Plan. The SIP is intended to ensure a coordinated implementation process through a variety of funding mechanisms, including the WRDA, GLRI (Great Lakes Restoration Initiative), and other federal and state funding programs. This is not a specific grant program with guaranteed funding. Rather, a process to gather projects for implementing the Management Plan. An implementation strategy will be developed for each project listed in the SIP. To prevent confusion and maintain a simplified process, the project identification process of the Army Corps Reconnaissance Study is being merged with the SIP's project submission process.
