The U.S. EPA Great Lakes National Program Office (GLNPO) is pleased to host the second annual GLRI Quality Technical Conference, December 6-8, 2011. The conference will facilitate implementation of quality practices for projects being conducted under the GLRI by providing training, tools, resources, and a forum for communication among collaborators. A variety of training and technical sessions will be offered. This conference is free; all GLRI collaborators and interested parties are welcome to attend.

Applying ANSI/ASQ E4 2004 Concepts When Developing a Quality System for Environmental Programs

This two-hour workshop focuses on understanding quality system requirements as defined by ANSI/ASQ E4 2004, Quality systems for environmental data and technology programs – Requirements with guidance for use. The workshop will review keys to developing a quality system that follows ANSI/ASQ E4 2004 requirements including general principles and applications, terms and definitions, and guidelines for 1) management systems, 2) collection and evaluation of environmental, and 3) design, construction and operation of environmental technology. Responsibilities, approaches and tools for implementing quality systems will be discussed.

This two-hour training session is designed to assist project planning teams and decision makers in making reliable decisions based on data that were previously generated by other organizations or generated by your own organization but for a different purpose than the decision at hand. Such data are known as secondary, or existing, data. This course will provide examples of secondary data, address the pros and cons of using such data, and provide general strategies to ensure that the secondary data are good enough to support your decision. Real-world examples of projects that relied on existing data also will be discussed.

Systematic Planning and Statistical Sampling Design

This two-hour training will address systematic planning for environmental projects involving the collection or use of environmental information. The data quality objectives process, EPA’s recommended approach to systematic planning, will be detailed. Development of sampling designs, a component of the DQO process, will be a focus of the training. Speakers will review types of sampling designs and the specific projects and decisions for which each type is most suitable. The training will address designing a sampling plan, available tools for designing sampling plans, and incorporating uncertainty into decision making. Real world examples will be presented to illustrate the processes presented. The training is targeted to project managers, technical staff, quality staff, and statisticians supporting environmental projects involving data collection or use. A question and answer period will conclude the training.

Inventory of Project-level Quality Documentation as a Quality Metric

This two-hour training will discuss the importance of quality metrics for performance measurement; and how quality metrics are supported via the inventory, status tracking, and reporting of project quality documentation throughout the review and approval process. The training will include a demonstration of QA Track, GLNPO’s Web application specifically designed to support quality metrics. Examples of reports that are used to communicate the status of quality documentation to management and project participants will be presented.
