Energy Star has a new cash flow opportunity calculator available on its Web
site.  Go to www.energystar.gov, select "Buildings & Plants", then go to
"Tools" and select "Tools & Resources Library."  Scroll down the page to go
to "Financial Evaluation" and select "Cash Flow Opportunity Calculator."
The direct Web site address is

tools_resources.   The attached document is a paper explaining this
financial tool, presented by Neil Zobler at the American Council for an
Energy-Efficient Economy (ACEEE) Summer Study Conference.
