[p2tech] materials accounting question



Hi all,
 
I'm researching a question posed to us by one of Minnesota's state 
legislators about materials accounting data.
 
Basically, she's wondering whether Minnesota should follow New Jersey's 
and Massachusetts' leads in requiring such data from manufacturers and 
other industrial facilities.
 
What I'm looking for is any evidence that such a requirement leads to 
greater progress in pollution prevention than in states like Minnesota 
that only require Toxic Release Inventory data reporting.
 
Anyone have any leads they can share with me?
