Basically, she's wondering whether Minnesota should follow New Jersey's and Massachusetts' leads in requiring such data from manufacturers and other industrial facilities. What I'm looking for is any evidence that such a requirement leads to greater progress in pollution prevention than in states like Minnesota that only require Toxic Release Inventory data reporting.
